The Quorum Safety Net The 20% Quorum requirement is a vital safeguard. It ensures that a small, highly active minority cannot force through radical changes without the tacit or explicit approval of a significant portion of the staking community.
Execution Delay (Timelock) The 48-hour delay is a critical security feature. It provides a "cool-down" period for the community to react or for validators to review the code one last time before it automatically alters the network state.
